Email verification alone does not award welcome funds: an eligible signup also needs a verified public site. A welcome gift in USD is limited to one per email and one per site across accounts. The root domain and its www address count as the same site; localhost testing does not qualify. Gifts are subject to availability and daily limits and may be paused. Previous awards do not become eligible again. Purchased funds and manually added balances are unchanged.
